There is not much to explain about this law, it’s pretty much

self-explanatory
, do not litter, period. I guess it has to be somewhere in the
environmental law book
, since there are signs and
billboards
everywhere, on the streets, in the malls, on buses, every public place in Saigon, telling people to throw their trash in the bins, not on the street. But here in Vietnam there is no
law enforcement
for this, even if there is, it might just be a slap on the wrist, since locals still find it really easy to toss an empty bottle onto the street. When it comes to protecting the environment, I think people tend to underestimate the impact of littering. What I mean is that other than the
unsightliness
, people are not fully aware of what damage littering brings. For example, with every piece of garbage thrown on the ground, more
invisible germs and bacteria
are cultivated and spread, not only into the soil, but also into the air, and people do not realize that that has more immediate effects on their health than, say, a tree being cut down in a forest somewhere or someone using a plastic straw.

I think if the Vietnamese government truly enforces this law, it will really go a long way. For instance, compared to Singapore, where littering is severely punished, even though the amount of traffic or plastic use is just as much, if not more, the air quality there is much much better, even in bustling downtown areas. I remember on my trip to Singapore last year, I barely had any asthma attack, regardless of the amount of physical activity I did, while in HCM, sometimes I would find it hard to breathe just walking to the

corner store

To sum up, I’d say that for the public to make not littering a habit, proper education is really important, and if that fails too, then we should just follow Singapore. I mean, there ain’t nothing
